Recommendations to Japanese Nationals


IMPORTANT NOTICE

There are a few elements to verify before purchasing a Japan Rail Pass or Regional Pass. 

The Japan Rail Pass and Regional Passes are by definition rail passes intended for non-Japanese nationals who wish to make tourist visits in Japan.

However, until March 31, 2017 Japanese nationals living outside Japan are allowed to use the Japan Rail Pass and JR Kyushu Pass, provided they have permanent resident status abroad.

From March 31, 2017, the Japan Rail Pass will no longer be sold to any Japanese citizen. The voucher will still be exchangeable within the validity period of three months. Vouchers won't be exchangeable after June 30, 2017 anymore.

1. who also has a FOREIGN PASSPORT

The simplest solution is to enter the country with your non-Japanese passport, and receive the 'Temporary Visitor' status. This will allow you to use the Japan Rail Pass and all Regional Rail Passes.

Note that simply presenting a passport from a country (with no temporary visitor visa) other than Japan when you exchange a voucher for the Japan Rail Pass IS NOT SUFFICIENT PROOF of residence in a foreign country.

2. with only A JAPANESE PASSPORT

You will need to prove your Japan Rail Pass and JR Kyushu Pass eligibility using one of the options listed below.

*Japanese passport holders are ineligible to use any other Regional Rail Pass (JR East Pass, JR Shikoku Pass, JR Sanyo Area Pass, JR Kansai Area Pass, JR Kansai Wide Area Pass & JR Hokkaido Pass), only the Japan Rail Pass and the Kyushu Pass.

Option 1

You are authorized to live permanently in a foreign country.
(Depending on the country, your permanent residency card may or may not be accepted.)

1) Your card of residency is accepted  (countries listed in yellow on the chart)

Please provide the following two documents as a proof for your eligibility:

  • proof of status as a permanent resident in a foreign country (residence card or similar...) 
  • proof of residence outside Japan (documents issued by an official institution with the name and address of the concerned person e.g. utility bills, tax documents, school enrolments, etc. We recommend that you take at least two different documents to be sure of acceptance).
2) Your card of residency is NOT accepted, but you can obtain a certificate of eligibility (countries listed in gray on the chart)

In this case, please apply for a “certificate of eligibility” issued by the Embassy of Japan. If you need further information about how to apply for a “certificate of eligibility”, please contact the Embassy of Japan in your country of residence.

Please note:  If a country does not appear on the list, then a person is not eligible to purchase a Japan Rail Pass, even though a person may have had the “certificate of eligibility” before.

Option 2

You are married to a person of non-Japanese nationality and residing in a country other than Japan

Please provide the following three documents: 

  • proof of residence outside Japan (documents issued by an official institution with the name and address of the concerned person e.g. utility bills, tax documents, school enrolments, etc. We recommend that you take at least two different documents to be sure of acceptance). 
  • proof of marital relationship with a non-Japanese national (a Japanese translation is not necessary). 
  • proof of residence of the non-Japanese national outside Japan (documents issued by an official institution with the name and address of the concerned person e.g. utility bills, tax documents, school enrolments, etc. We recommend that you take at least two different documents to be sure of acceptance).
  • we highly recommend you to apply for a “certificate of eligibility” issued by the Embassy of Japan of your residence country and to bring it with you even if it is not compulsory in this case.

Note : a foreign passport, a driving license, a temporary resident card, a work permit ARE NOT SUFFICIENT PROOF OF PERMANENT RESIDENCE abroad. 

Even when in possession of two passports, it is necessary to bring the documents listed above.
If you do not respect these conditions when acquiring the Japan Rail Pass and JR Kyushu Pass, it will not be possible to exchange the voucher for the Japan Rail Pass or JR Kyushu Pass once in Japan.

The final decision to grant a Japan Rail Pass or JR Kyushu Pass depends on the authority of the JR Group. We are unfortunately unable to intervene on your behalf. That is why we ask you to check the above points carefully before your purchase.
